The Thule Pack 'n Pedal Side Frames are ment to be used in combination with the Thule Pack 'n Pedal Panniers. The Pack 'n Pedal Side Frames have two different points of attachment the second bar allows you to attach the panier lower on the frame allowing for easier handling.
